Nikolas E. Mendoza
Founder & Chief Executive Officer
Nikolas E. Mendoza is the Founder and CEO of Celestial Concrete LLC, a San Francisco Bay Area–based concrete construction company grounded in craftsmanship, integrity, and hands-on experience.
Born in Los Angeles, California, Nikolas moved to the South Bay as a toddler and was raised throughout the Bay Area, including time living in the hills of Milpitas, California, with his grandparents. He is a graduate of Tennyson High School and began working in concrete at age 15, learning the trade alongside his uncles Tevisi Toki, Apisai Fotofili and his father, Lopiseni Finau. During high school, Nikolas earned a two-year certificate for completing the Explorer Program with the Hayward Police Department and was honored with the Youth Citizen Award from the City of Hayward.
After high school, Nikolas served a two-year church mission in Oahu and Kauai, Hawaii, where he developed strong leadership and service values. He later worked on federal and state projects with MA Steiner Construction, gaining extensive experience over six years in the concrete industry.
Recognizing the growing demand for quality construction in the Bay Area, Nikolas founded Celestial Concrete LLC. He is currently pursuing a degree in Business Administration at Chabot College and is working toward his real estate license, with long-term goals of becoming a real estate investor and developer.
Lopiseni Finau
Senior Project Manager
With more than 35 years of hands-on experience in residential and commercial concrete construction, Lopiseni Finau brings proven leadership, craftsmanship, and integrity to every project at Celestial Concrete. Before joining the company, Lopiseni built a respected career as a self-employed concrete contractor, successfully managing federal, state, and city projects while earning a reputation for precision workmanship and reliable results.
Earlier in his career, Lopiseni spent 15 years with API Construction, a major commercial construction company known for building large-scale, multi-story and high-rise projects. During this time, he gained extensive experience working on complex commercial developments, further strengthening his expertise in structural concrete, large-job coordination, and high-standard construction environments.
Driven by a commitment to quality and family legacy, Lopiseni merged his business experience with his son’s growing company to combine their expertise, elevate project capabilities, and expand the vision of Celestial Concrete. Today, as Senior Project Manager, he oversees project planning, quality control, and field operations—ensuring every build is delivered with excellence, safety, and lasting value.
Tania Finau
Office Manager
Tania Finau serves as the Office Manager for Celestial Concrete LLC, bringing more than 20 years of business administrative experience to the company. With a strong background in office operations, organization, and executive support, Tania plays a key role in ensuring that projects run smoothly from the first phone call to final completion.
Earlier in her career, Tania worked as administrative support to Bob Kilmer, Vice President of The Bergman Companies, a commercial construction company, where she gained firsthand knowledge of construction operations, scheduling, contracts, and customer service. Her time in that environment helped shape her professionalism, attention to detail, and ability to manage multiple responsibilities with confidence.
Today, Tania combines that experience with her commitment to the family business, helping Celestial Concrete LLC stay efficient, professional, and client-focused. Her dedication to teamwork, communication, and organization supports the company’s mission of delivering quality craftsmanship and trusted service across every project.
Apisai Fotofili
Project Manager
Apisai Fotofili brings over 25 years of hands-on experience in structural concrete construction, providing steady leadership and expert oversight on both commercial projects and large-scale residential work. As Project Manager at Celestial Concrete LLC, Apisai is responsible for coordinating crews, managing schedules, and ensuring every project is executed with precision, safety, and long-term durability.
Throughout his career, Apisai has worked closely with city inspectors, structural engineers, general contractors, and union labor crews, ensuring full compliance with plans, codes, and project specifications. His background includes extensive experience in structural foundations, reinforced concrete systems, and complex concrete installations.
Known for his strong work ethic, attention to detail, and ability to collaborate across all levels of a job site, Apisai works directly with ownership, engineers, and field teams to deliver projects that meet Celestial Concrete’s high standards for quality workmanship and dependable results. He plays a key role in delivering the solid foundations and stellar results Celestial Concrete LLC is built on.
Saane Dakunivosa
HR & Safety Manager
Saane Dakunivosa serves as the HR & Safety Manager for Celestial Concrete LLC, bringing extensive training and hands-on experience in occupational safety, regulatory compliance, and employee relations. Her role is central to maintaining a safe, compliant, and professional work environment across all company operations.
With a strong working knowledge of OSHA standards and jobsite safety requirements, Saane oversees safety practices to ensure all projects meet or exceed industry regulations. She works closely with field crews and management to identify potential hazards, implement preventative measures, and promote a culture of safety where employees are equipped to work under safe and responsible conditions.
In addition to her safety responsibilities, Saane manages the company’s human resources functions, drawing on her extensive experience in employee relations. She supports staff development, addresses workplace concerns, and helps foster a positive and respectful workplace culture. Her leadership ensures that employees feel supported, informed, and valued while upholding company policies and compliance standards.

Troy Finau
Marketing Manager & Coordinator
Troy Finau serves as the Marketing Manager and Coordinator for Celestial Concrete LLC, where he plays a key role in driving brand visibility, lead generation, and project acquisition. With a strong foundation in marketing strategy and hands-on industry experience, Troy bridges the gap between field operations and modern marketing solutions.
Like his older brother and CEO, Nikolas Mendoza, Troy gained firsthand knowledge of the concrete industry by working on job sites while pursuing his education. This practical experience gives him a deep understanding of the company’s services, project workflows, and client needs—allowing him to market Celestial Concrete with authenticity and precision.
Working closely with Nikolas, Troy contributes to the company’s growth by generating qualified leads, supporting project acquisition, and reinforcing Celestial Concrete’s reputation for quality, reliability, and craftsmanship. His commitment to continuous improvement and strategic marketing plays an essential role in expanding the company’s presence throughout the San Francisco Bay Area.
